The first characteristic these civilizations shared was the development of agriculture in their society through irrigation. The use of irrigation is most obvious in Ancient China where they would use various canals and water systems to flood fields, allowing them to farm rice. Each country follows its own rules and regulations but they agree that one country can act on the behalf of other.
